Born into a middle class Dalit family to Sri (Late) Dokka Deva Bhiksham and Sri Lalamma on 5th March, 1962 at Gurajala Village in Guntur District. Andhra Pradesh.

Sri Dokka Manikya Varaprasada Rao completed his high school and college education respectively in Zilla Parisdhad High School and Government Junior College, Gurajala of Guntur district. He did graduation in science in SKBR Degree College, Macherla.

He is a law graduate from Andhra Christian College of Law, Guntur and he has also obtained L.L.M. from Acharya Nagarjuna University. At present he is doing Ph.D on “Secularism and Indian Constitution” from Osmania University, Hyderabad.

Sri Vara Prasada Rao is a natural, noble and non-controversial leader. He has always given paramount importance to address the problems of the down-trodden, marginalized and other weaker section people in the society and in particular people belonging SC/ST community. He is always ready to fight for their cause.

Since his student days itself, he has been an inspirator to so many youngsters. As a student he organized number of sports events to encourage sports and sports personnel. He has always been excellent para-sighted counselor, particularly to the students in helping them choose their career in accordance with their abilities. He has been the ultimate guiding force to a number of sports persons, who later got Government jobs under sports persons quota.

Manikya Vara Prasada Rao being good Samaritan is always rendered all kinds of help, support and services to the under privileged students by supporting financially and other wise for educational needs.

Having sincerely believed in the saying of Francis Bacon that, “Reading makes man perfect”, he made reading as habit. He is an authority on the Constitution of India. He is thoroughly conversant with the theoretical and practical aspects of it.

He firmly believed that he can serve the people much better as a politician. He quit lucrative legal profession and his good position as Legal Officer in South Central Railways and entered into politics as Congress worker inspired by the ideology and activities of the Party. He leaded the Congress Forum for Intellectuals and played a key role in presenting various important papers on the policies and programs of the congress party. He never hesitated to make the people representatives of all bodies to realize their duties towards the public who elected them.

He elected to the Andhra Pradesh Legislative Assembly from Tadikonda Constituency in 2004. He always believes that one should follow first what he preaches to others. As MLA he took up various developmental activities in his Constituency. During his tenure all civic amenities were provided in Tadikonda Constituency, cement Roads in nook and corners of the Tadikonda Constituency stand testimony to the developmental activities he took up. His friends and foes equally admit that his five years tenure as MLA was golden period in the history of the Constituency.

His leadership qualities and International Event Organization skills aim to fore when ‘KALACHAKRA’, a Buddhist function organized at Amaravathi in Guntur District in 2006, with the guidance of the then Hon’ble Chief Minister Dr. (Late) Y.S.Rajasekhara Reddy garu and the then Hon’ble Finance Minister and Present Hon’ble Chief Minister of Andhra Pradesh Sri K.Rosaiah garu. He made the function a great success, for which, he earned praise and blessings from “DALAILAMA”. He is a silver tongued orator. He is well known for delivering thought provoking and inspiring speeches.

After entering into the Cabinet of Dr. (Late) Y.S.Rajasekhara Reddy and in the present Cabinet Sri K.Rosaiah, Manikya Vara Prasada Rao has never shackled by the pomp that always associates with power, always ready to meet and mingle with the common people approached him supplications. He listens attentively, compassionately and completely with patience to what they say and do things to help them even going beyond his limits. This attitude has always attracted criticism not only from the opposition but also from his own men on the floor of the both Houses of Legislature and outside. But being a real cool customer and articulate-man he is naturally gifted with the ability to counter the criticism and give reply aptly, promptly, calmly, firmly and gracefully using his vast resource of information he has always made his critics understand the rationale behind his doings and ultimately got ratification from his fierce critics to what he has done going beyond his limits.

His ultimate aim is to strive to bring into existence a new kind of society, in which people of all sections will live together peacefully without any discrimination with mutual trust, cooperation and coordination.
